طراحی الگوی راهبردی به‌منظور شناسایی و ساختاردهی مولفه‌های اثرگذار بر تغییر در سازمان تأمین اجتماعی

چکیده

اصلاحات در سازمان‌های بخش عمومی و نوآوری‌ها در این زمینه از موضوعات اساسی در این سازمان‌ها، در پاسخ به تغییرات اجتماعی اثرگذار بر زندگی شهروندان بوده است. تغییرات اجتماعی به‌تدریج ایجاد می‌شوند، و اثرات آنها در سازمان‌های خدمات اجتماعی با تغییر برای افزایش سودمندی خدمات سازمان‌ها مورد انتظار می‌باشد. این پژوهش با هدف طراحی مدلی برای شناسایی و ساختاردهی روابط بین مولفه‌های راهبردی اثرگذار بر تغییر در سازمان تأمین اجتماعی انجام شده است. روش مورد استفاده در این پژوهش از نوع اکتشافی و آمیخته با بهره‌گیری از داده‌های پرسشنامه‌ای می‌باشد. ابتدا، با استفاده از تکنیک دلفی و نظرات 14 نفر از خبرگان و اساتید صاحب‌نظر در مباحث تغییر سازمانی و سازمان تأمین ااجتماعی، ابعاد راهبردها و ویژگی‌های تغییر سازمانی در سازمان تأمین ااجتماعی شناسایی گردید. سپس، با استفاده از رویکرد تکنیک دیمتل، از نظرات خبرگان برای ساختاردهی نظام‌مند داده‌ها در چارچوب نظام تصمیم‌گیری‌های چند متغیری استفاده گردید. براساس چهار راهبرد اصلی تغییر، شامل راهبردهای آموزشی ارشادی، ترغییب‌کننده، تسهیل‌گری، و قهری اجبار، و 13 مولفه اصلی در این راهبردها، نتیجه حاصل نشان داد که راهبرد ترغیب‌کننده در سازمان تأمین اجتماعی بیشترین تأثیر بر سایر راهبردها و بیشترین اهمیت را از جهات تأثیر و اثرپذیری دارد. راهبرد قهری اجبار نیز در رتبه دوم اهمیت قرار دارد، ضمن آن‌که بیشترین اثرپذیری از سایر راهبردها را دارد. مهم‌ترین عوامل تأثیرگذار در راهبردها شامل عوامل خصوصیات فردی، حمایت سرپرستان، چشم‌انداز مشترک، فرصت‌های مشارکت و تفویض اختیار، و اعطای قدرت برای تغییر بودند.
