Abstract
Artificial intelligence, as an emerging phenomenon, has transformed various aspects of human social life and, as an independent variable, has affected traditional practices governing international relations, including various levels of security. Accordingly, the present study seeks to answer the key question of how artificial intelligence can maintain the stability of international security?The present study is based on the hypothesis that artificial intelligence, by building common perceptions and institutionalizing international norms, can stabilize international security by strengthening and stabilizing the mechanism of the collective security model.This research, in the form of a descriptive-analytical method, using the theoretical framework of constructivism, due to the emphasis of constructivists on the co-evolutionary role of perceptions and norms in shaping behavior and ultimately the interests and identity of states, argues that the triple application of analytical, predictive, and operational artificial intelligence through big data analysis can, on the one hand, create a common understanding of the concept of security, and on the other hand, lead to the institutionalization of international norms and strengthening the position of international organizations among states.Based on the results obtained, the use of artificial intelligence by governments and international institutions as a strategic tool can, by establishing common norms, shape collective identity and realize a security community among governments. This process will strengthen the collective security mechanism as a model for maintaining international security, including global consensus and legal institutions for decision-making and implementation.
