Abstract

This research examines the key challenges of developing cloud services in defense organizations, focusing on security, cost management, and resource management. The rapid advancement of information and communication technologies has introduced cloud services as an effective solution for optimizing resources and reducing costs across various sectors. However, in the defense sector, the adoption of cloud services faces unique challenges related to the sensitivity of information and the need for high security. The study identifies primary challenges such as data breaches, cyber-attacks, and mismanagement of user identities. Additionally, issues such as unexpected costs, internet dependency, and the lack of expertise in cloud technologies are significant barriers. The research also highlights problems with compliance to international regulations and security configuration challenges. The research method combines thematic analysis and systematic literature review, employed to identify and examine the challenges of cloud service development in defense organizations. The findings suggest that defense organizations must implement robust security protocols, advanced access management systems, and comprehensive training programs for their staff to mitigate these challenges. These recommendations can assist decision-makers in formulating more effective strategies for adopting cloud services and leveraging the benefits of this technology in defense organizations. The research emphasizes the importance of addressing these challenges to ensure that defense organizations can effectively utilize cloud services while simultaneously managing the existing issues.
