Abstract
The international non-governmental actors, one of the human rights observers, perform a wide range of monitoring measures.While collecting information related to their work, they also support the victims and by guiding and enlightening the public opinion, they create the ground for interaction or confrontation with the governments. other activists who violate human rights. At the same time, some of these actors are considered to be the main violators of human rights, and they are considered a serious threat to human rights with their extreme, deviant and terrorist actions such as ISIS, Al-Qaeda, hacker groups.They seek their interests, ambitions and dominance. In the meantime, the acquisition of new technologies, especially the use of artificial intelligence by them, has accelerated the process of domination, and the result of that acceleration is the violation of human rights. The use of artificial intelligence by these actors in lethal weapons for terror or its use in infiltrating the privacy of individuals and governments in recent years has been considered one of the most repeated news and important threats to the international community. In this article, in the light of the descriptive-analytical method, firstly, the foundations and legal frameworks of the impact of the advancement of artificial intelligence on the process of domination by non-state actors over human societies are briefly stated, and after pointing out the status of the concepts of non-state actors and the evolution of artificial intelligence, The process of dominance of non-state actors has been analyzed in the light of artificial intelligence.
