		<Abstract>Technological transformations and the emergence of intelligent communication platforms have given rise to a new type of confrontation in which cognitive warfare—as the evolutionary stage of soft war—targets the perceptual mechanisms and decision-making processes of societies. This shift, particularly within the domains of cyber and media security, poses a fundamental challenge to national-level media policymaking. The central question of this study is: How does the transition from soft war to cognitive warfare affect the transformation of media policy foundations in the information age? To address this question, the research employs a qualitative approach using focus groups comprised of experts in media, cybersecurity, and cognitive sciences. The collected data were coded and analyzed through thematic analysis based on Braun and Clarke’s model. Findings reveal that media policy, when confronted with cognitive threats, must transcend traditional frameworks and move toward flexible, data-driven, and adaptive mechanisms for managing societal perception. The main themes extracted include: (1) the necessity of redefining the role of the state in media governance, (2) the importance of enhancing cognitive literacy beyond mere media literacy, (3) strengthening technological capacities for monitoring and surveillance of the media environment, and (4) institutionalizing cognitive infrastructures to manage media-related threats. These results underscore the urgency of establishing proactive, cognition-oriented media governance—one that leverages emerging technologies such as artificial intelligence, machine learning, and big data analytics to bolster collective resilience against evolving threats.</Abstract>
			<OtherAbstract Language="FA">تحولات فناورانه و ظهور پلتفرم‌های هوشمند ارتباطی، به شکل‌گیری گونه‌ای نوین از منازعات منجر شده است که در آن جنگ شناختی، به‌عنوان مرحله تکاملی جنگ نرم، سازوکارهای ادراکی و تصمیم‌سازی جوامع را هدف قرار می‌دهد. این تحول، به‌ویژه در بستر امنیت سایبری و رسانه‌ای، چالشی بنیادین برای سیاست‌گذاری رسانه‌ای در سطح ملی ایجاد کرده است. پرسش اصلی پژوهش حاضر آن است که، گذار از جنگ نرم به جنگ شناختی چه تأثیری بر تحول در مبانی سیاست‌گذاری رسانه‌ای در عصر اطلاعات دارد. برای پاسخ به این پرسش، پژوهش با رویکرد کیفی و بهره‌گیری از گروه‌های کانونی از میان متخصصان حوزه‌های رسانه، امنیت سایبری و علوم شناختی انجام شده است. داده‌های گردآوری‌شده با روش تحلیل مضمون براساس الگوی براون و کلارک کدگذاری و تحلیل گردید. یافته‌ها نشان می‌دهد که سیاست‌گذاری رسانه‌ای در مواجهه با تهدیدات شناختی نیازمند عبور از الگوهای سنتی و حرکت به‌سوی مکانیزم‌های انعطاف‌پذیر، داده‌محور و انطباقی در مدیریت ادراکی جامعه است. تم‌های اصلی استخراج‌شده شامل: (۱) ضرورت بازتعریف نقش دولت حکمرانی رسانه ای، (۲) اهمیت ارتقای سواد شناختی جامعه فراتر از سواد رسانه‌ای، (۳) تقویت ظرفیت‌های فناورانه برای رصد و پایش محیط رسانه ای و (۴) نهادسازی شناختی به منظور مدیریت تهدیدات رسانه ای می باشد. این نتایج بر ضرورت حکمرانی رسانه‌ای مبتنی بر رویکردی کنش‌گرایانه و شناخت‌محور تأکید دارد؛ رویکردی که با اتکا به فناوری‌های نوین مانند هوش مصنوعی، یادگیری ماشینی و تحلیل کلان‌داده، بتواند تاب‌آوری جمعی در برابر تهدیدات نوظهور را ارتقا بخشد.</OtherAbstract>
